I think that's because stuttering is very tied with self confidence, when drunk you feel more like this so the stutter goes away...

drinking in moderation can slightly improve it but post 4 beers my speech becomes nearly inaudible. drugs dont help much at all with actually stammering but I guess do put it in a new light....

Well stuttering mainly comes from anxiety and nervousness which obviously go away largely after drinking a bit....
