Stuttering does count as a disability in the USA. It is under the ADA (Americans with Disabilities Act) amendments in 2009. The interviewer, according to my sources, is not allowed to even ask about your stutter. Also I just talked to my college's center for students with disabilities today, and I asked the counselor about the ADA, and anyone who stutters and lives in the USA is covered by it.
