Go do things you normally like to do in a social setting and meet people in that normal setting. Go take an art class, do group sports, join a gym, the list is endless. The point is to be social with others and then see what develops. Walking up to some random stranger never works and is creepy AF. Go be social. Talk to others, not as potential soulmates, but as friends and interesting people. Even if you talk to other guys you may meet partners via 'friends of friends' in extended social settings.
