Doesn't seem like a stutter but I'd suggest not labeling it a stutter. Your sister is young and will probably get over this issue as she grows. If you tell her she stutters, she will start seeing herself as a stutterer and then it's very difficult to remove it. Speaking from personal experience here. My family really should've let it go when I stopped stuttering but they kept on joking and lo and behold my stutter came back.
