This might be true for some people. However, it's not a group phenomenon. There is not a consistent set of speech sounds people are more likely to stutter on. For some people it's /s/ other's it's /b/ for still others there is no pattern of likelihood--stuttering is as likely to occur on one speech sound than any other.
