That really sucks. Have you tried calling then telling hem you are authorizing another person to speak for you as you are a person who stutters? That should work, On another note...what are you going to do when you mother is no longer around? What are you going to do when you move out and become independent? You can't have people speak for you all your life. Time to take charge! What is your future plan?
