yes it does sound like developmental stuttering and since she's so young PLEASE get her consistent speech therapy since esp at that age its easier to make the stuttering less severe. My parents never considered therapy when I started to stutter and thought I'd grow out of it despite other family members having a stutter. Since I never received the help I needed during my developmental ages my stutter just got worse and it affects me every day.
