From my perspective, humans are unable to foresee whether their speech motor movements will initiate (or inhibit) while talking. I cannot even foresee whether I will initiate leg movements within a few seconds while walking, and this is despite the fact that leg movements are entirely subconscious motor behaviors over which I have control when initiating them. While I hold a contrary view on humans' ability to predict the future, I genuinely believe that making a vow (as you pointed out) can be a valuable intervention, particularly in strengthening the process of our decision-making, often referred to intention-forming \[*to instruct execution of motor movements, such as moving the lips and other speech muscles during a speech block*\]
