In my case it is probably genetics, since my father had a mild stutter. However, the weird thing is that I only stutter when i speak my native language, which is Russian. I've never had any trouble with my stutter while speaking English. Could it be that the brain processes native/second languages differently? Another thing, that I feel might be the case, is that Russian, with its hard consonant clusters, is just a pain in the ass to speak.
