I’d say it’s PARTLY a breath issue. A block in speech is always connected with the stop of airflow. Your diaphragm and or your vocal cords cramp up. It seems like breathing exercises and thus better control over your diaphragm improves fluency in many. So, I’d say it doesn’t fix your stutter, but it improves it.
