Your friend's experience is sketchy. There are lots of reasons to delay offering a position, but there are very few reasons to forego responding to requests regarding the outcome of the interview. I would formally withdraw my application. I wouldn't jump to the hypothetical conclusions you said you would. I'd maintain that they have poor business practices and that I might not want to work with them. (like your friend did). I know I'm intelligent. I know that my social skills are on par. If they can't see that through the stuttering then they're not paying attention.
