SLP stuttering specialist here, and my take on this question is: yes. Most school-based therapy and uni clinics (unless they have a really good stuttering specialist on faculty) don't really understand the totality of stuttering. Therapy/treatment is limited to minimizing disfluencies (which is helpful, yes!) but that's all.
