It makes the speaker feel better to "dress up" the stutter. They don't want to feel uncomfortable. It's an immature way to handle the situation before them. Some honesty would be more mature such as, "I noticed that you stutter, yes, but I usually have the ability to be patient and relaxed which allows me to feel comfortable around you. Let me know if you want me to "do" or "not do" anything , okay?"
