Some of those programs you pointed out (McGuire) came from research. So if you ban all the snake oil salesmen and put it all into research, you still have to have people implementing treatment. For what it's worth, Lidcombe has a fairly high rate of success, although it's efficacy is only seen in children so far. (Yes, I am in fact a "snake-oil salesman" myself. I do understand a lot of people don't get great treatment despite paying $$$ for it.)
