I feel you’re focusing too much on the girlfriend part. Having people around you that you feel comfortable around is a priority. I’m currently in uni and i have no one but that’s okay because i have online friends. And that’s where my advice comes to play. Look through communities you feel interested in and just see if you fit in! Games, music, art, hell knitting i guess who cares. At least behind a screen your stutter can’t hold you back.
