From what you've written, you're dealing with much more than stuttering, maybe even more than a migraine (although migraines can sometimes have focal neurological deficits). For a neurologist to focus only on the stuttering on not address the other symptoms is an issue and I would encourage you to seek a second opinion sooner rather than later, especially given your anatomy.
