This sounds a lot like my situation. It was pretty brutal for me too, took me a year to find work. I dont know how job hunting goes in the UK, but here (US) we use online applications a LOT. Monster.com, Careerbuilder.com, Indeed.com. That's how I found most of my interviews. But you have to apply to a LOT of companies and work on your job search every day. The nice thing about this is if a company likes you, they will have an HR person call you, usually just to schedule a phone interview or in person. For me, it's a lot easier to begin speaking if someone calls me rather than if I call the company. There's less build up pressure because there's no build you. You just have to answer and make it through the quick little thing. Im proud of your attitude and your willing to get out there and hunt, but stuttering can be very discouraging so you need to be careful not to let it affect your candidacy by bringing you down. you say you dont feel nervous or anxious, so what do you feel when you get all blocked up? Do you feel pressure to speak well and therefore inherently rush your speech?
