Yeah the first time i smoked a cigarette it had an insane effect on my stutter but over time it stopped working. Releasing dopamine may not be the key. What has the best evidence is blocking dopamine but this comes with a lot of side effects. One drug that worked well for me was Zyprexa, an anti-psycotic. These drugs are very strong though and you need to weigh in on how bad your stutter is and if you are willing to go to those lengths to fix it. Personally, i have actually found stimulants to help my stutter. Dexedrine (Dextro-amphetamine; Not adderall) had some evidence of it helping stuttering. I personally found amazing results with it. Ritalin is said to help too but it made mine worse personally. I have also tried low dose d-methamphetamine with it completely curing my stutter but obviously, it comes with a huge potential of addiction and tolerance build up. It is almost impossible to get prescription methamphetamine too unless you have tried every adhd med and are diagnosed with adhd. And the same can be said for dexedrine if you do not have an attention disorder. Tobacco may work because it has a lot more than just releasing dopamine but it also affects nicotinic receptors. You may want to give nicotine gum a shot.
