Pretty common. Likely because you dont want to stutter and the pressure/risk is greatest at the start of speaking. There are some "fluency techniques" you can like easing into the first word like Stavis suggested. You could also try to resist the time pressure and try to give yourself an extra second before you jump into speaking, sort of to show that you still have control over how and when you speak/stutter.
