Alcohol raises GABA in the brain which essentially puts the brakes on dopamine. This can help some stutterers with hyperactive dopaminergic baselines, as it quietens overactive dopamine levels. Some stutterers who have a lower dopamine baseline (e.g. ADHD), actually find alcohol makes their stutter worse because the GABAergic effects dampens dopamine too much, making it more strenuous to get words out.
