Yes. I've spoken to at least 2 police officers before and they had to ask why I seemed nervous when I first spoke. I'm sure they were referring to my stuttering. In those moments I'm not thinking about speaking fluently. Edit: Well, I can't say for sure that "most" people see it as such. It could depend on how you stutter too.
