Most stutterers can speak perfectly fine when they are by themselves, so there isn't anything wrong with the speech mechanics. But it's also not purely emotional as in if we would just relax we wouldn't stutterer. It's some sort of neurological response to certain situations - when the natural, automatic language part of our brain gets short circuited.
