It's called a block stutter, which a lot of stutters challenge (I'd probably guess it's the most common form of stuttering too). It's frustrating, I understand. And yes it is very normal to not stutter when drunk. When I am drunk I am able to say anything I've ever wanted to say! Good luck on your progress.
