The part about it being a recognized disability is true. And to a certain degree, yes, it can be a factor for enlistment. There are stutterers in the service. There was a post just a few weeks ago about a gentleman who is in the service and stutters. I know in my case however, I was always told that at the time (1990s), it was severe enough to be considered disqualifying.
