As you mentioned, some stutterers have little control of breathing whereof diaphragmatic breathing is a greater contribution. Other stutters (this regards me), have little control over initiating articulators like tongue and jaw. The common fluency-shaping techniques are for this specific primary core ineffecient. More effective are tools to tackle the triggers that lead to anticipating, justifying and choosing this compulsive subset-response.
