My daughter (who has Tourette's) has a complex vocal tic that very closely resembles a stutter. It includes many of the same characteristics of "true" stuttering, but isn't. In her case, talking slower and thinking about it does work. Tourette's is non voluntary.. tics generally just happen when you're not thinking about them, but can be somewhat suppressed or redirected when you are. So I'm not sure it would be very helpful to describe one as the other. It could be important to realize for treatment purposes, however, that stuttering tics do exist.
