Stuttering is a disability. If yours is bad enough then you need to seek some dispensation from the college. It's not fair to expect you to be able to perform the same as people without a stutter. When I was in high school my school allowed me to do presentations to only the teacher. Perhaps you could request to make a video presentation or something like that go to them with a solution and see what they say.
