In the anticipation of a stutter (of the next vowel, as you say) - when voicing a consonant, she stops moving her tongue or jaw. So, because of the probability of a stutter, she in advance stops with having the intention 'to move her tongue' - resulting in a speech block. She stutters in case of a stutter. She uses 'anticipation' as a reason to negotiate whether to move her tongue or not - causing a speech block. Would you agree with that argument?
