I definitely can't say I know what's best for everyone or what might happen from a situation. All I know is for me, I had an English teacher in Grade 8 who let me off the hook. I got to do my presentations to her after class instead of in front of the room. This was a momentary panacea but did not help me in the long run. I generally don't believe people become stronger by letting them off the hook. What I've always found for myself is the more exposure I get to scary things, the better I'm able to handle them. When I got into the working world, I felt like I had a gun to my head to make phone calls and do my job, and that's really how I got over being afraid to do those things.
