When I was a teacher and was confident about the subject I was lecturing on. Yes, it was in front of a classroom filled with students, but they knew I stuttered and I knew what I was going to say. I never wrote out the full text, just important facts I needed to address. But, I cannot give a speech outside of a classroom at all. I think it has to do with comfort level.
