Joins school clubs or a sport. Join an after school program. Volunteer at a community center where you know others your age volunteer. Find opportunities where many in the group are starting something new. This sets up the stage to interact with others and naturally get to know people. Choose the activities you truly like or interested versus single-mindedly on making friends.
