I have partially felt as you describe some times in my life. The first ones were involuntarily, that is, I did not know how I got to that state, but I did, and some other times I have been able to achieve that state in a "structured" way, which above all consisted in (from what I believe is most important to least): 1. Meditating 20 minutes daily in a serious way. What I mean by this is that sitting and getting distracted does not count. You have to feel that you are able to let your thoughts go and not getting attached to any of them. 2. Reading 1 hour each day 3. Doing daily exercise 4. Having healthy sleep habits If I am able to maintain that for \~20 days, not only do I not stutter as much (in fact that is a byproduct), but I feel I experience reality in a more "direct" way. Unfortunately, all the times I have been able to do that, I had to stop shortly after due to some things that happened in my life. However, I find that I can replicate the same each time this conditions occur. But as you say, it is not as if by actively doing something I am going to not stutter. It is, by the contrary, the cultivation of a clear inner state that has as a secondary effect me not stuttering as much and, in case it happens, you not worrying as much and entering into a cycle of anxiety.
