Hey, speech therapist here! Ask your teacher to get in touch with the speech therapist at your school about this. They will probably do a screening first where they'll just chat with you and maybe have you say a word list, easy stuff. Make sure you mention that people are making fun of you for your speech (because we have to prove that it is having a negative impact on you socially or academically). Then they'll set up a meeting and get permission to evaluate you - they'll need your parent's permission for this though, so I would definitely give your mom a heads up that you want this. Then they'll evaluate you and decide whether you still need speech therapy. Then after one more meeting, if your parent gives permission, you'll start therapy! Also, please don't use the word "ret\*rded". It's a hateful slur against people with disabilities. ​ Good luck!
