I definitely know what you mean, except I do this with other things other than stuttering. I think that's just our fear throwing fantasies over us so we just stay dreaming, feel good, and dont take action. Hoping for a breakthrough is disempowering because you're relying on some magically moment to happen to help you. It doesn't work that way. The best we can do is come up with what we want, reasons for why we want it. put a plan together and most importantly TAKE ACTION. it's only through our own action that we will breakthrough to where we want to be.
