How about this scenario? Instead of saying what you have in mind, say something else leading to it. In this example: *\_hey, new haircut?\_* Wait for a response, then follow-up with what you want to say, or a short "*I like it*", then stop, or change the subject. Unless you know the person well, or have had conversations before, saying you like someone's hair without any context is kinda creepy
