I think you’re misunderstanding a bit. Disfluency is protected by the ADA against illegal discrimination. The severity of disfluency is not relevant to the protection under the ADA, you’re flatly protected. As a person that stutters, and is also a speech therapist, I may have a different a view on stuttering than some. If you’re disfluency is disabling, I understand. All I am trying to say is that through therapy and support, you’re disfluency can become something incredibly positive to your outlook on life.
