"You wouldn't make fun of someone with down syndrome, why would you make fun of stuttering?" Because stuttering isn't widely known as a disability. Good speakers stutter sometimes too, it's normal. You can stutter often when being nervous, etc, but you cant be part-time down syndrome. I do agree with you, though.
