from what I understand, yes that is what it is. There are adapters to make them work with iphones, not sure about other cell phones. There is even a setting in the iphone, under "settings", to turn on a TTY mode. Now that I have taken notice of it, I have started seeing that several places I have to contact regularly have a TTY enabled phone number. It is a pretty cool system.
