Only trouble when i initiate, but not as a responder

Only trouble when i initiate, but not as a responder By responder, I mean if someone asks me a question, or starts the conversation. They are giving me things to respond to. Like 99% fluent. If I need to be on the other side, that’s when I have trouble speaking. Has anyone noticed they’re the same way?
