No they don't. When cats meow or dogs bark they are not speaking. Its just a emotional impulse. Even animals like parrots that can "talk" are not speaking. They are just emulating humans so they can get a treat. their speaking has no meaning or actual intent. Human speaking is something only us can do and its what made us evolve past other animals. The ability to understand each other on a complex level. And we lack that. We can text but nothing beats human to human interaction.
