How do i get a IEP

How do i get a IEP i’ve had an IEP before my mom got rip of it because she said it was holding my back and it was punishment for something and i’m trying to better myself and i’m tired of stuttering and having a lisp. when i send voice memos on instagram i get made fun of for my lisp and i’m a student ambassador i don’t want people treating me like i don’t understand the world around me just because of how i sound. i am going into sophomore this year and stopped in 7th i just want to start speech therapy again
