Well i think the vast majority of people (stutterers included) are experts in breathing. we've been doing it perfectly well all our lives. But sometimes we can interfere with the breathing process as some compensation to try and avoid our stutter. I think dont think you running out of air and speeding up speech is a consequence of poor breathing but rather an a conscious or unconscious action you've developed to "help" you speak when you feel or get stuck.
