Is HIPAA completely broken for stutterers For anyone that might not know, HIPAA is used in the US to protect fraudulent activity in the health care business. Everything must remain extremely confidential and safe, which leads to problems described here: Over the past week, I have been having some serious issues with my health. I needed to set up a new doctor, as I had moved since the last time I went to the doctor. In the mail I received a card that had a number to call so I could set it up. This was the first time I had ever had to do anything like this, because the last time I had a doctor set up, I was underage and my mother did it all for me. So for things like this (setting up appointments etc...) I usually have my mother or a friend call for me because they understand; this situation was now completely different because I am over 18. I had my mother call and she explained to them that because I stutter, she is doing the talking for me. They absolutely refused to listen to anything she had to say because it wasnt me doing the talking. She calmly explained to them again that I would have severe trouble in answering questions over the phone. They again said they could not do anything for me if I was not the one talking. They told her that they had 5 or 6 questions to ask me to give my mother permission to speak for me. I was handed the phone, and one of the worst moments in recent memory occurred. The first question was "Who am I speaking with". I wont post it here, but my name is very hard to say for me. I surprisingly got it out within a minute...good job me, I shocked myself. The next question "What is your address". This is where disaster struck. After about 2 minutes of no sound coming out, the woman on the other end asked "Hello, are you there still". I could not even get a response out, she hung up before I could hand the phone back to my mother. We called again to try once more. This time my mother once again described the situation to a new person. She then asked this time if there was a form I could just fill out and mail in to giver her full access to talking about me on the phone. They said there was not one, and I would just have to speak. (I feel that they really did not understand how much of a problem this was). So now my nerves had been fully shot, and I could not even answer the first question. I was able to mutter out "cant", to my mom who was still in the room. I then heard the woman on the other end breathe exasperatedly and utter "come on" under her breath. I was completely done at this point. I handed my mom back the phone and she told them that I simply cannot do it because of my stuttering. I still feel that they did not know what the problem was, and how broken their system is for people who stutter. I am really curious as to what options they give others with disabilities, for example people who are deaf. They made it seem like literally the only option was to talk on the phone. Not sure what the point of this post was lol...just felt like complaining about it
