For me, I had to learn it. My first therapist taught me tips and tricks. The second and last one helped me accept my stutter which resulted in less stuttering. I am not ashamed of my stutter. It's not something I feel the need to hide anymore so I don't use any techniques to speak more fluent. I just stutter which results in less stuttering if feel? I had to learn to stutter freely, if that makes sense? It's still hard sometimes tho, ex. In meetings or presentations.
