You can "make a stutterer". It isn't a innate disability. Everyone has blocks and repetitions in their speech but what separates the stutter is the anticipation, then habit of the stutter. So at some point you must have become self conscious of your repetitions. At least that is the conclusion I have drawn from the limited research I have read about people with stutters.
