You sound like you're in a very similar spot to me, I'm 22 though. I can't introduce myself well, but can have a reasonable conversation with someone I'm comfortable with. I've found it best to meet people when part of a group and not by simply walking up to people and introducing myself. I've had interest, so it's definitely not impossible. One thing to note is that because it's so tough stuttering tends to build character, and any person worth dating will appreciate that. Good luck, mate.
