I am a teacher and have a student who stutters

I am a teacher and have a student who stutters I teach abroad in a country that doesn't cater to this kind of stuff. We have a lot of SEN students just in class with no assistance or limited assistance. We got a new student a few months ago and I saw it immediately. In both English and her native language she stutters on vowel starts, F's, S's, a few others. I alerted a bunch of staff but they just throw some form of "she's just shy" or "I'll tell her parents". Sucks.
