Had a national stuttering association meeting last night where we spent two hours discussing this topic. (I am chapter leader so I brought it up HA) We came to the same consensus pretty much. It is a disability but what does it get you? Legality it is accepted as a disabilities but in society it is not. During those job interviews how can we prove it was discrimination. Same problem if you were a women, nationality, etc. Could put together a legal case...but someone looking for a job probably does not have the resources to do so.
