Jesus. I've actually never understood this. I've never really heard a stutter that sounds like the person's intoxicated. One should be able to say "I have a speech impediment; it's a stutter; this is the way I speak." And that should be the end of it, Plus cops have so much contact with so many people, you'd think they'd know the difference.
