Could be many things. But the child is probably more comfortable stuttering in front of his family, so doesn't try to hide it. But feels the need to be fluent with outsiders, prob because of social pressure, so does their best not to stutter. At least thats the case with me. Or it could be the other way like other comments pointed out.
